Objectives—To evaluate a departmental computer system.Design—a. Direct comparison of the time taken to use a manual system with the time taken to use a computer system for lung function evaluation, loan of equipment and production of correspondence. b. Analysis of the accuracy of data capture before and after the introduction of the computer system. c. Analysis of the comparative running costs of the manual and computer systems.Setting—Within a department of respiratory medicine serving a hospital of 1323 beds.Main Outcome Measures—a. Time (...) taken to perform functions with the assistance of computerised methods, in comparison to the manual method used alone. b. Accuracy of data capture. c. Relative running costs.Results—a. The computer system was significantly faster than the manual system for lung function evaluation, loan of equipment, and checking for overdue equipment. The production of correspondence was slightly slower with the computer. b. All outpatient episodes, but only 43 of 65 of inpatient episodes, were captured. Lung function and managerial report data were accurate using both manual and computerised methods. The manual system for equipment loans was inefficient, and use of the computer resulted in the recovery of 221 nebulisers. c. Development costs for 1988–1990 were high. Only £1200 to £1845 per year was recovered directly from staff time saved by the computer but larger savings resulted from changes in work practice. After 10 years the projected deficit is £10 000 per annum in running costs.Conclusions—In comparison with the manual methods, the computer system has shown significant advantages which provide accurate information, with significant favourable effects on working practices. In evaluating computer systems used in clinical practice it is essential to ensure that the projected work practice benefits are achieved without unacceptable costs in staff time, inaccurate data and high financial outlay. His critical discussions of liberal democratic ideals and institutions continue to arouse controversy, but even his opponents concede his uncanny sense for the basic problems of modern politics. Political Romanticism is a historical study that, like all of Schmitt's major works, offers a fundamental political critique. In it, he defends a (...) concept of political action based on notions of good and evil, justice and injustice, and attacks the political passivity entailed by the romanticization of experience. The book has three strands. The first is an attack on received notions of the origins of the Romantic Movement. Schmitt argues that this movement represents a secularization, subjectification, and privatization in which God is replaced by the emancipated, private individual of the bourgeois social order. The second is an assault on political romanticism that includes a broader attack on the new European bourgeoisie, which Schmitt characterizes as the historical bearer of the movement. The third strand is a defense of political conservatism and a refutation of the view that political romanticism is intrinsically linked with romanticism. Here Schmitt argues that the political romantic is tied not to positions but to aesthetics, and can therefore as easily become a Danton as a Frederick the Great. Guy Oakes's introduction places the book in historical context and also suggests its continuing relevance through his discussion of the latest outcropping of political romanticism in the late 1960s, intriguingly brought out in his example of Norman Mailer as a political romantic. It is often contended that the special sciences, and even fundamental physics, make use of ceteris-paribus law-statements. Yet there are general concerns that such law-statements are vacuous or untestable or unscientific. I consider two main kinds of ceteris-paribus law-statement. I argue that neither kind is vacuous, that one of the kinds is untestable, that both kinds may count as scientific to the extent that they form parts of conjunctions that imply novel falsifiable statements which survive testing, but that one kind (...) has an affinity with ad hoc manoeuvres that are unsatisfactory from a scientific point of view. I show that the contemporary debate about ceteris-paribus law-statements is afflicted with error and confusion because of a general failure to disentangle the notions: non-vacuous, testable, scientific, verifiable, falsifiable, and ad hoc. In this paper I trace Ernest Nagel’s earliest ideas on explanation by investigating his course-notes of the 1930s. At Columbia University there was an increasing interest in the study of Aristotle. As I show, Nagel’s focus on the explanatory aim of science originated from his reading of Aristotle’s Posterior Analytics. Through his teaching of Aristotle, Nagel inspired his New York colleagues to focus on a philosophical analysis of explanation. I claim that this resulted in Carl Hempel’s earliest work on (...) scientific explanation. Although scientific explanation was not a central topic for philosophers of science in the 1940s or 1950s, Hempel and Nagel’s interest in the topic helped to canonize it in a period when the topics and methods in philosophy of science became increasingly standardized. The Early Romantics met resistance from artists and academics alike in part because they defied the conventional wisdom that philosophy and the arts must be kept separate. Indeed, as the literary component of Romanticism has been studied and celebrated in recent years, its philosophical aspect has receded from view. This book, by one of the most respected scholars of the Romantic era, offers an explanation of Romanticism that not only restores but enhances understanding of the movement's origins, development, aims, and (...) accomplishments--and of its continuing relevance. In this important and pioneering book Frederick Newmeyer takes on the question of language variety. He considers why some language types are impossible and why some grammatical features are more common than others. The task of trying to explain typological variation among languages has been mainly undertaken by functionally-oriented linguists. Generative grammarians entering the field of typology in the 1980s put forward the idea that cross-linguistic differences could be explained by linguistic parameters within Universal Grammar, whose operation might vary (...) from language to language. Unfortunately, this way of looking at variation turned out to be much less successful than had been hoped for. Professor Newmeyer's alternative to parameters combines leading ideas from functionalist and formalist approaches which in the past have been considered incompatible. He throws fresh light on language typology and variation, and provides new insights into the principles of Universal Grammar. The book is written in a clear, readable style and will be readily understood by anyone with a couple of years' study of linguistics. Herbart was trained in the German idealist tradition under Fichte, but he eventually broke with Fichte and major idealist doctrines. His own philosophy was opposed to the idealist tradition in important respects: he defended a dualism between the factual and normative; he was an ontological pluralist rather than monist; and he accepted crucial Kantian dualisms that had been rejected (...) by the idealists.
